UCI students inject creativity into medical apps | medical, app ...

Smartphones and tablets could one day become as essential to medicine as stethoscopes and thermometers.

With that future in mind, 30 UC Irvine medical students joined forces with 100 computer science students for the university's first Med App Jam. Eighteen teams competed to develop apps for the iPhone and iPad. The winners were announced last week, with the top award going to Life Buoy, which allows users in a natural disaster to find relief centers or request prescription refills.

Dr. Ralph Clayman, dean of the medical school, said as medicine becomes more mobile, patients will use their devices to communicate with their doctors beyond what was once limited to the exam room.

"They're going to carry their doctor around with them all the time," Clayman said.

Medical student Jonathan Lin worked on an app called Spot Doc, which allows patients to send a photo of a suspicious mole to a dermatologist for further review.

"We wanted it more as a link between them ? getting the patient to see the doctor rather than be the doctor," Lin said.

Another patient-centric app allows parents to easily track their baby's height, weight and head circumference, all in pink or blue.

For doctors, apps ranged from a tool for reporting near medical mistakes to hospital administrators to decoding shorthand notes and abbreviations into understandable sentences in a chart.

The students, who logged hours and hours of their own extracurricular time, will have the option of putting their apps on iTunes, although some would need to do more work.

Medical student Brenton Alexander plans to test the success of his project Saturday when he volunteers at a clinic in Valle Redondo, Mexico.

About a year ago, the Flying Samaritans group stopped transporting 450 medical files across the border and attempted a shift to electronic medical records. There are existing apps that can easily create records, but none that could work in the area's technological isolation. Without electricity, Wi-Fi or 3G cellphone access, the volunteers improvised with a spreadsheet transmitted by Bluetooth.

But the makeshift system frequently crashed, and the spreadsheet was not user-friendly or intuitive.

"It's been mayhem," Alexander said. "It hasn't worked out at all."

The new app, called Global EMR, uses a standard medical form with pull-down options and will repopulate a patient's information at every visit. It also is bilingual.

"Other people who are normally dealing with all this hassle will be able to spend time with patients," Alexander said. "We took all the problems we ever had with this and fixed them all here."

The team of six, including four computer science students, spent about 80 hours developing the app, which was awarded second place.

Medical student Kambria Nguyen worked on the third-place winner, HappierU. The app helps mental health patients rate their daily moods, along with an explanation if desired, to share with their doctors. The app also includes a reminder to take medication and provides resources, including suicide prevention.

"It's an easy way for patients to take care of themselves," Nguyen said. "Everyone has their phone and it's really quick and easy to track their mood."

Powerball millions will buy you a lot of ... misery

As the Powerball frenzy continues, people across the nation are rushing out to buy their ticket to a dream, but winning the jackpot can sometime translate to major losses. NBC's Erica Hill reports on the lottery "curse" and two September Powerball winners how their lives have changed, for better and for worse.

You surely know by now that the Powerball jackpot is set to hit at least $550 million tonight. You should also know that your odds of winning the grand prize are somewhere around 1 in 176 million?(at least, we really hope you know that). So here's a bit of comfort for you tonight as you stare dejectedly at your losing ticket: Most lottery winners don't end up any happier than the rest of us.?

Yeah, yeah, you can probably name 550 million reasons why winning the jackpot tonight will make you happy. But here's the truth: A?handful of psychology studies over the years have evaluated the happiness of lottery winners over time, and found that after the initial glee of getting one of those big giant checks has faded away, most winners actually end up no happier than they were before hitting the jackpot.

Arguably the most famous paper on this subject was published the late 1970s, and it's a doozy: Psychologists interviewed winners of the Illinois State Lottery and compared them with non-winners -- and, just for good measure, people who had suffered some terrible accident that left them paraplegic or quadriplegic. (You can find the abstract here, but you'll have to pay to read the full report.) Each group answered a series of questions designed to measure their level of happiness.

What they found was counterintuitive, to say the least: In terms of overall happiness, the lottery winners were not significantly happier than the non-lottery winners. (The accident victims were less happy, but not by much.)?But when it came to rating everyday happiness, the lottery winners took "significantly less pleasure" in the simple things like chatting with a friend, reading a magazine or receiving a compliment.?

"Humans tend to have a relatively set point of mood," explains Gail Saltz, a New York City psychiatrist and frequent TODAY contributor. Most people tend to bounce back to that set point after a major life event, whether it's something negative or positive. But for some lottery winners, psychologists believe hitting an especially huge jackpot may alter that happiness baseline, making it harder to see the joy in everyday things.?

More recently than the '70s research, a?2008 University of California, Santa Barbara, paper?measured people's happiness six months after winning a relatively modest lottery prize -- a lump sum equivalent to about eight months' worth of income. "We found that this had zero detectable effect on happiness at that time," says Peter Kuhn, one of the study authors and a professor of economics at the university.?

You've heard the stories of lottery winners?whose post-jackpot lives turned sour. There's Jack Whittaker, the West Virginia man who in 2002 won the nearly $315 million Powerball jackpot. Initially, he generously gave millions to charities, including $14 million to start his own Jack Whittaker Foundation. But later, the dream turned to nightmare: A briefcase with $545,000 in cash and cashier's checks was stolen from his car while it was parked outside of a Cross Lanes, W. Va., strip club. His office and home were broken into, he was arrested twice for drunken-driving -- and the list goes on.?

Or there's Alex Toth, a Florida man who in 1990 won $13 million to be doled out in 20-year-payments of $666,666. (Seriously.) At his death in 2008, the Tampa Bay Times reported on the sad direction his life had taken: Years of living it up led to a split from his wife and charges of fradulent tax returns, among other serious woes.

What gives? Behavior experts have a couple theories. One is simply that we humans just tend to get used to stuff -- the good and the bad. The psychological concept is called "happiness adaptation," and?Michael Norton,?associate professor at Harvard Business School,?co-authored a 2007 paper that sought to uncover why hitting major life goals -- including the dreamlike goal of winning the lottery and the more down-to-earth goal of getting married -- don't end up making us as happy as we expect them to.?

"The idea of adaptation seems like a negative thing -- ?it's a shame that we have to get used to the good things in our life, from lottery winnings to ice cream.?But adaptation also helps us when bad things happen to us, making the impact of losing our job or getting divorced less painful over time," explains Norton, who is also the?coauthor of the forthcoming book, "Happy Money: The Science of Smarter Spending."?

He continues, "Big positive and negative events can have a lasting impact on our happiness, but this impact tends to decrease over time. In some sense, because people have so many facets of their life - from their job to their friends to their family to their hobbies - the impact of a change in any one of those facets is less extreme than we think, because many of the other things in our lives stay the same. (We win the lottery but we are still stuck with our same siblings, for example.) As a result of this, people tend to adapt to life events and end up closer to where they were than they think they'd be."

Tonight's historic Powerball jackpot has reached a whopping half-billion dollars and continues to grow. Andrea Canning reports on the frenzy for tickets in New York City.

This is partially because we are terrible at predicting how happy more money is going to make us.?The truth is, money?can?make you happy -- but only up to a point.?"Research shows that the impact of additional income on happiness begins to level off around $75,000 of income - but people keep trying to make more and more money in the mistaken belief that their happiness will continue to increase," Norton says. "As a result of this mistaken belief, people think that big windfalls will change their happiness dramatically - and may end up with less happiness than they expected."

On the other end of the spectrum, landing a windfall that lifts you out of a financial pit really can provide significant, lasting happiness. In 2006, Sandra Hayes, then a 46-year-old?social worker making $25,000?a year,?and 12 of her coworkers won the $224 million Powerball jackpot. After taxes and splitting the money with her coworkers, Hayes had won $10 million. She bought her dream car (a brand-new Lexus) and her dream home (a half-million dollar house in St. Louis). But first, she paid off her current home and then gave that house to her daughter and grandchildren, who'd been living in a rough neighborhood. She quit her job and now spends her days writing -- she's already published one book and is working on a second one.?

"Yes, my life is different, and it feels good," says Hayes. "This summer I had a $900 water bill. Six years ago, well, if I had a substantially huge bill, I would?ve had to make payment arrangements. That?s one of the things I like, that I?m able to pay my bills in full and not scuffle."

The first secret, as Hayes tells it, to winning the lottery without losing your mind is to immediately meet with a financial planner you trust and make a plan that works for you. The second is a little simpler.?She says, "Just because you win the lottery, it does not change you as a person."

An experienced worker can offer electrician training in the form of an apprenticeship or might be able to hire a student to work for them. They can also share the pros and cons of the industry, as well as stories from on the job. This will give the young student a better idea of what daily life is like as an electrical worker, and help them decide if this is really the field that they want to devote their life to. Working with a professional can help one meet others in the field and perhaps potential future customers. The pro may also have some suggestions for training programs or courses that the aspiring electrician can take advantage of. They can serve as a reference for the student's resume.

Before one can be successful in industry, they must have to proper education and training. Fortunately, budding electrical workers have many options to help them reach their goals and better themselves.

Palestine's future lies in negotiations with Israel, not UN /Mark Leibler

BARRING a last-minute change of heart, tomorrow the UN General Assembly will vote on upgrading Palestine's representation in the forum to the status of non-member "observer state".

On these pages, former foreign minister Gareth Evans (November 24) encouraged Washington, and by implication Australia, to support the measure.

Evans notes, correctly, that the resolution will certainly pass, given the automatic pro-Palestinian majority in the General Assembly, and that it contains little extreme language.

Yet no matter how you sugar-coat it, this resolution is a poison pill for the peace process. It should not be supported by any country that supports the creation of an independent Palestinian state living in peace alongside a secure Israel.

Upgrading the Palestinian delegation's status is not an innocuous technicality. As Evans himself admits, the true purpose of the move is to enable the Palestinians to launch a new campaign of diplomatic and legal attacks against Israel in various UN forums and elsewhere, particularly the International Criminal Court - and to do so as an alternative to direct negotiations with Israel.

To do this, the Palestinians need more than the simple UN majority they get routinely, but support from major Western players, so as to achieve their aims while preserving much-needed foreign aid.

Any fair-minded person would agree that the UN has a built-in bias against Israel, a country subject to more UN censure than every other country combined.

Evans reassures us that Israel would get a fair go in the ICC. Given that Israel clearly doesn't get a fair go from the UN, or from Evans himself for that matter, this hardly instils confidence.

In fact, Evans's entire essay is a construct of misrepresentations and distortions.

First, he quotes an Israeli resident near Gaza who calls upon Israel to negotiate with Palestinian President Mahmoud Abbas.

Yet Evans never acknowledges that it is Abbas who has been steadfast in his refusal to negotiate with Israel - nor that Abbas holds little influence over Gaza's Hamas rulers.

In fact, Evans appears to deliberately obscure Abbas's rejection of talks, asking how can Palestinian leaders "be left with any credible capacity to negotiate if talks cannot begin until, as Israel insists, they retreat on their minimum condition of a settlement freeze in the Occupied Territories?"

Israel has of course not insisted on any thing of the sort, it has simply repeatedly requested immediate talks without pre-conditions.

Furthermore, Israel essentially met the Palestinian precondition of a settlement freeze for 10 months in 2009-10, yet the Palestinian Authority still refused to engage in substantive negotiations.

Evans goes on to claim bizarrely that "the lesson of the past two decades is that rockets stop, and intifadas don't start, when there is a prospect of peace".

Here's some basic history Evans should know. Prospects for peace were never closer than in late 2000 and early 2001 when, under prime minister Ehud Barak, Israel offered realistic two-state peace terms at Camp David, and accepted the Clinton parameters. Yet it was precisely at this time that Palestinian president Yasser Arafat launched the second intifada, a multi-year terror war which took more than 1000 Israeli lives.

And it was at the height of Oslo process in the mid-1990s that Hamas launched a massive campaign of suicide bombings on Israeli buses designed specifically to scuttle progress toward peace. And Hamas launched a major rocket escalation after Ehud Olmert made a comprehensive peace offer in 2008.

Evans warns of the demographic threat that awaits Israel should it abandon the two-state solution, but ignores the fact that all leading Israeli political parties have endorsed the two-state paradigm today.

And the polls show that a healthy majority of Israelis do so as well, providing the context is a lasting peace. - according to polls.

The voices calling for a one-state outcome - meaning Israel's demographic destruction - are still coming overwhelmingly from extremists on the Palestinian side. And it is the Palestinian side which is hopelessly divided, with the rejectionist terrorists of Hamas both controlling half the future Palestinian state and gaining new regional allies and legitimacy.

Evans would have us believe that a vote for the upgrade would simply represent another show of support for the two-state outcome that Australia supports.

But the UN can and does express such support all the time. There is no reason to do so by creating a new status - fraudulent under international law - for a Palestinian state which does not yet exist, especially when we know that the purpose of this status is to facilitate an unhelpful and distracting international campaign to delegitimise Israel and avoid genuine negotiations.

Washington recognises this, which is why it is opposed, along with Canada and much of the EU.

These stakeholders know that the only way forward is for the Palestinians to first negotiate peace with Israel and then get their state - and to do otherwise only guarantees a future of conflict in perpetuity.

Australia is right in refusing to support Palestinian "virtual statehood" (a principled "no" vote would have been even more appropriate than the abstention reportedly planned) - and not primarily because of our concern for Israel's security.

It is the Palestinian people who will ultimately pay for this diversionary ploy by their leadership with further delays to the realisation of their aspirations for actual statehood; aspirations that can only be achieved through direct negotiations with Israel.

City budget reveals disconnect between Mayor McGinn and City Council

The $4 billion City of Seattle budget, passed Nov. 19, reflects ongoing discord between Seattle City Council and Mayor Mike McGinn, mostly over how to improve public safety and accountability.

In Dec. 2011, a Department of Justice report found that the Seattle Police Department (SPD) has a pattern and practice of excessive force.

The mayor and council put forth radically different fixes.

McGinn sought new technology, while the council opted for more cops. The City Council eliminated $950,000 over the next two years that the mayor wanted for the purchase of a gunshot locator system. The funding would have paid for 52 audio and video devices to be placed around Seattle to triangulate the exact location of gunfire and help SPD officers respond quickly to gun violence.

Instead, the City Council provided

$1 million for more patrols and $1.6 million in the 2014 budget to hire more police officers.

On the question of youth violence, McGinn sought to bolster a program that City Council President Sally Clark questioned.

McGinn sought funding to support 400 new students for the Youth Violence Prevention Initiative, a program former Mayor Greg Nickels created to provide mentorship, employment opportunities and counseling to 1,000 at-risk youth in Central and South Seattle.

$4 million to the Human Services Department (HSD) to boost food banks and programs serving victims of domestic violence and homeless people.

The funding will allow HSD to provide emergency shelter when needs develop during nonwinter months, provide year-round shelter to women and expand drop-in centers.

BRUSSELS/MADRID, Nov 28 (Reuters) - Spain's four nationalised banks will more than halve their balance sheets in five years, slash jobs and impose hefty losses on bondholders, under plans approved by the European Commission on Wednesday.

The measures open the door for nearly 40 billion euros ($52 billion)in euro zone bail-out funds for the state-rescued banks, offering hope for an end to Spain's banking crisis which has pushed the country to the brink of asking for sovereign aid.

The approval sets in place one of the most far-reaching over-hauls of any European banking system ordered by the Commission since the start of a banking crisis in mid-2007 with the near collapse of German lender IKB.

"Our objective is to restore the viability of banks receiving aid so that they are able to function without public support in the future," said European Union Competition Commissioner Joaquin Almunia said.

Bankia, NCG Banco, Catalunya Banc and Banco de Valencia were taken over by the Spanish state after unsustainable lending during the country's decade-long property boom left the lenders dangerously short of capital.

The smallest of the four banks, Banco de Valencia, will be sold to one of Spain's healthiest lenders Caixabank, while the other three banks must cut their balance sheets by more than 60 percent over the next five years.

JOB LOSSES

It was cheaper to sell Banco de Valencia under a loss protection scheme than to wind it down, the Commission said. Spain will sell NCG Banco and Catalunya Banc within 5 years or liquidate them.

Almunia said the nationalised banks would have to close up to half their branches during the five-year overhaul process.

The biggest of the banks, Bankia, said it would lay off over a quarter of its workforce amounting to over 6,000 staff, reduce its branch network by around 39 percent and aim to return to profitability by 2013.

Bankia, formed from the merger of seven savings banks in 2010, said holders of hybrid debt would contribute up to 4.8 billion euros to the recapitalisation, through losses incurred by swapping their holdings for shares.

The European Commission said the cost to hybrid and subordinated bondholders in the restructuring of the nationalised banks will come to about 10 billion euros.

Many hybrid debt holders at the nationalised banks are retail customers who say they were conned into buying complex financial instruments that buoyed banks' capital levels instead of fixed-term savings accounts.

The Commission said it would ensure the banks use no more taxpayers' money than necessary and that they do not go back to unsustainable business practices.

The Commissioner said he would decide on other Spanish banks with capital shortfalls on Dec. 20.

The approval allows the euro zone to disburse the funds from its permanent ESM bailout fund. Spain was given approval to receive up to 100 billion euros from the ESM in the summer.

Libyan rescue of French refinery not ruled out: unions

PARIS (Reuters) - Libya is still in the race to save France's Petit-Couronne refinery from liquidation, trade unions said late on Tuesday, as the embattled workers press the French government to help bidders or requisition the plant.

France's Industry Minister said earlier this month he had received a non-binding letter of interest from Libya's sovereign wealth fund to buy the refinery of insolvent Swiss refiner Petroplus.

But French media said this week the Libyan Investment Authority had withdrawn its bid to take over the refinery, the oldest in France, citing a report from Libya's LANA news agency.

"The Libyans were withdrawing yesterday, but today they're not withdrawing anymore, they're still there, so much the better," Yvon Scornet, the trade union representative for the refinery, told reporters outside the Prime Minister's office.

The chairman of the Libyan Investment Authority, Mohsen Derregia, told Reuters last week they had started due diligence to invest in the refinery and would send a team to France to evaluate the investment opportunity.

"Now they have access to the data room," Scornet told Reuters on Tuesday after a late evening meeting with government advisors.

French daily newspaper Le Monde said earlier this month that the French government favored a deal with Libya. Unions prefer a bid by Dubai-based NetOil.

"We have a bid which is well advanced, it's NetOil's. We ask the government to take its responsibilities. If the government needs to do something to tip the balance in their favor, it should do it," Scornet said.

NetOil, a company led by Middle Eastern businessman Roger Tamraz, submitted an improved offer after a court in Rouen in northern France rejected its initial bid on financial and technical grounds earlier this month.

The court has reset to February 5, 2013, the new deadline to submit bids for the refinery and will review offers next week.

But unions want the sale process to be sped up, as a oil reprocessing deal with former owner Shell that has kept the plant alive since January is due to stop mid-December.

"We can't wait until February, unless Shell accepts to continue producing with us, which they don't want at the moment," Scornet said.

"If we can't manage that, the government should requisition the refinery, and keep it under protection for one, two or three years, when the market is better and industry picks up."

    Back to the future: Australia's ?Pacific Solution? reprise - In2EastAfrica

    Australia is now sending refugees again to Nauru just like the Howard Government did almost a decade ago. Accommodation there are makeshift tents with little ventilation and very basic conditions.

    There are a number of cases of self mutilation, hunger strikes, and attempted suicides. The Australian Government talks about the facility in Nauru being a ?Best Practice? with recreation and sporting facilities, internet, and excursions, etc. In reality the Nauru camp is not much more than a prison camp in hot and humid conditions where people are denied access to basic amenities and confined to their tents. There is little transparency as the Australian authorities have closed off the facilities to the media to inspect. In addition the Government just last week began resending refugees to Papua New Guinea?s Manus Island.

    According to 2011 UNHCR figures there were about 23,500 refugees in Australia. Most boat people come from Afghanistan (1,613), Iran (1,549), Iraq (542), and Sri Lanka (362), where some academics speculate that Australia?s involvement in Iraq and Afghanistan was partly the trigger for these flows of refugees coming to Australia on boats. 5,175 refugees arrived by boat in 2011 which accounted for only 49% of total refugees coming into Australia. The other 51% or 6,316 refugees tend to have more financial means of support and are able to obtain tourist visas and arrive by plane in the country. These people came from China (1,122), India (555), and Egypt (427).

    But the numbers of boat people have dramatically increased to more than 12,000 this year bringing a sense of panic to the Gillard Government.

    When one considers that Australia?s total migrant intake each year is around 180,000, the number of refugee arrivals by boat is an insignificant amount and has taken up an over proportion of resources to set up and operate detention camps in far off places like Christmas Island and Nauru. In addition a number of motels have been converted into makeshift detention centres around Darwin putting upward pressure on accommodation costs for locals.

    Very little is done by authorities about those who come into the country by plane and overstay their tourist visas. This is actually a much more serious matter as unlike the boat refugees, those that have flown into the country have deceived Australian authorities at the time of making their visa applications.

    These issues are basically ignored by the media because higher costs for accommodation in Darwin and immigration incompetence in screening visa applicants doesn?t make as good a story as the country being swamped by people arriving by boat. To some degree the media has placated the government?s line, but at least over the last few months some investigative journalists are now seeking the truth, which the government appears to be covering up and the opposition doesn?t want to talk about.

    Both sides of Australian politics while in Government have played on the fear of Australians being overrun by refugees. The Government has played up the fact that refugees are paying for passage and trying to circumvent Australian immigration rules, painting them in opportunists rather than refugees. ?People smugglers? predominates the narrative by the minister and immigration spokespeople giving a narrow and distorted view of the whole issue of refugees, while visa over-stayers are hardly mentioned, where a great lapse in enforcement exits in this area.

    The Australian Human Rights Commission voiced concern about the physical and mental health services for people in immigration detention and concern over the prevalence of self mutilation and suicide in the camps. The commission has also voiced concerns that the Australian Government is also trying to avoid its international obligations by transferring asylum seekers to third countries.

    The Government has made policy on the assumption that if it goes soft on boat arrivals the country will be flooded with refugees. This? Austro-centric view has been long in the Australian psych ever since the days of the old white Australia policy where Australians believed that ?everybody? wants to come and settle in the country.

    The reality is that most refugees prefer Europe, the United States, or Canada to Australia, which is evident in the much larger number of refugees that are now in those countries awaiting processing. In the UK alone there are almost 10 times the number of refugees awaiting processing than in Australia.

    However this policy is very useful for winning votes in the electorate and probably won John Howard the election in 2001 when he falsely claimed refugees were throwing their own children overboard to seek asylum.

    In response to a rapid rise in refugees arriving by boat, Prime Minister Gillard has turned around 180 degrees implementing her version of the ?Pacific Solution? identical to the Howard policy she condemned in 2003 as ?costly, unsustainable and wrong as a matter of principle?. ?Gillard blames factors like the Sri Lankan civil war, which actually ended a couple of years ago. But as Howard knows facts never gets in the way of good rhetoric that can emotionally sway the Australian people. Innuendos about asylum seekers concealing terrorists has turned the Australian public against boat people, encouraging the Government to take firm action.

    Just recently three eminent Australians led by the former Defense Chief Angus Houston strongly criticized the Billions of Dollars spent on enforcement and the unnecessary lives lost through the Government?s policy. The panel went on to say that Gillard?s policy is truly costly, unsustainable and wrong as a matter of principle, in the same rhetorical language Gillard used in 2003.

    In addition the mathematics behind the Governments logic is dubious to say the least. In the ?Malaysian solution? mooted last year, which failed to pass the Senate earlier this year, Australia agreed with Malaysia to take 4,000 people registered as refugees in Malaysia for 800 refugees sent by Australia for offshore processing over 4 years. However this deal fell through when human rights lawyers pointed out that Malaysia was not a signatory to the UN Refugee Convention or UN Convention Against Torture. In Nauru, it will cost $1.7 Billion to house 700 refugees for 4 years.

    The irony, if not hypocrisy of the story is that the Australian Government just introduced a new immigrant visa that will be granted to anybody investing $5 Million in Australia exempting requirements for ?family ties, language, and professional qualification requirements. This takes all fairness and equity out of the Australian immigration policy, the justification made in the first place for the ?Pacific Solution?. What more, the annual bill to the Australian taxpayers for the ?Pacific Solution? is in excess of $2 Billion per annum, not forgetting more than 700 deaths on the high seas.

    The immigration debate in Australia has sacrificed humanitarian concerns for politics, with the Government ignoring outright criticism from human rights watchdogs like Amnesty International. Will the Pacific and Asia be strewn with Australian detention camps in the near future?

    On patrol with a shark ranger in Indonesia

    Conservation International works with Indonesian children to help them learn how to protect the most diverse underwater region in the world. ?NBC News' Richard Engel reports.

    RAJA AMPAT, Indonesia ? The remote Indonesian archipelago of Raja Ampat is home to an underwater treasure trove of coral reefs and tremendous biodiversity, miles away from polluted urban centers and human encroachment.

    The faraway islands in Western Papua, regarded by many marine experts as having the potential to help restore the world's ailing coral reefs, are vulnerable to the unchecked exploitation of a lucrative treasure that is rapidly disappearing from Indonesia's waters: sharks.

    China's growing appetite for the de rigueur shark fin soup has attracted fishermen from elsewhere in Indonesia and Southeast Asia to the waters around Raja Ampat's 1,500 islands.

    Alarmed, conservationists and local villagers worked together to create the Misool Eco Resort and Conservation Center in 2005, establishing a 165-square-mile "No-Take Zone" that banned fishing.

    When a neighboring village requested to take part, the area was expanded to 472 square miles, roughly the size of the city of Los Angeles.

    The Misool team also recruited a group of rangers to help patrol the waters for illegal fishermen. Earlier this year, NBC News had an opportunity to go on patrol with Abdul Razak Tamher, 31, one of the first rangers.

    Q: Before 2005, what were shark and fish stocks like in this area of Raja Ampat?

    A: Before 2005, one of the main occupations of the people of my village was fishing. That's what we did every day and one of the big things fished were sharks. By the 2000s there were very few sharks left in the area, but in the 1980s and 90s when I was fishing there were lots of sharks. A lot of people used dynamite and potassium cyanide for fishing.

    Q: So did villagers in Misool know they had to change the way things were done?

    A: At that time, people here really didn't think much about shark or marine conservation. We didn't know shark fishing was illegal (prior to the formation of the No-Take Zone in 2005, the local governor had actually signed a law against shark fishing) because nobody from the government came out here to tell or educate us that it was illegal and bad for the ecology to fish sharks.

    It was really through the efforts of the resort to educate the village about the importance of sharks and protecting the marine environment that we saw the importance of it and began to appreciate the natural beauty ourselves. Now if people from my village hear of a shark fishing boat coming into this area, they get really upset.

    NBC News' Richard Engel talks to a Conservation International scientist as he identifies a new species of fish.

    Q: Is conservation a completely foreign idea here? Isn't there a long tradition of seasonal fishing and spiritual beliefs around protecting certain animals?

    A:?We've embraced principles of conservation since the beginning of our culture. They were simple ideas, but they still worked for us. For example, we would harvest clams from the ocean for six months, then depending on the ocean conditions, we would close that area for sometimes up to a year before harvesting again.

    Many of the original families in this area are forbidden to eat different sea creatures like sharks or turtles or other kinds of fish. In each case, there is a reason why each family respects and protects a certain animal. It could be that a family member or fisherman generations ago was rescued by that species or guided to land at a time of need. Many still believe that if someone in the family breaks this taboo, they will get sick or something bad will happen.

    Q:?In 2006, the rangers were formed with just five of you and a few of you were actually former shark fishermen. What made you make such a dramatic change in your life?

    ?A:?I personally wasn't involved in shark fishing, but other original rangers that were here in the beginning and their village elders were shark fishermen. Even though they were shark fishermen and lived off the harvest of the ocean, they realized that they needed to preserve this area and the marine life for future generations to come.

    Many of us felt ? and still feel today ? that if we told our children or grandchildren that there were lots of fish and sharks in the sea around these islands and they went there and saw none they would think that we were liars and we just couldn't allow that to happen.

    Q:?What was it like in the early days with the rangers?

    A:?The rangers weren't really effective until 2009 because at that time there was only one speed boat that was always busy getting lumber for the construction of the resort. So we would only go out if we saw an illegal boat go past the resort. From 2006-2009, we went out almost every day. In the months of June and July, the area was choked with shark finning boats from as far away as Java that cast long lines with sometimes 1,000 or 2,000 hooks to catch sharks.

    To expel the foreign boats, it wasn't a problem. We would just go up to the boats and tell them leave and they would go. Local fishermen were tougher. Most of the problems had to do with local fishermen not agreeing with the contract we signed with Misool Eco Reserve to create the no-take zones or claiming they were not around when the contract had been reached. They would also say we have it easy since we work as rangers and make a lot of money, so we don't need to fish like they did.

    Q:?How soon after the reserve formed did you start to see results from the sanctuary?

    A:?After two or three years, I started to see a lot of sharks in the lagoons and my friends who went diving began to see more fish. There were just some researchers here in Misool who were shocked by the amount of fish who were in the protected areas. The results have just been amazing.

    Q:?How have the villages in the area adapted to the sanctuary?

    A:?In the beginning, there were a lot of problems with the villagers not understanding the rangers' mission. The most important thing we did to get people behind us was to use Adat, or traditional Papuan village law. This was done by developing a close relationship with the ancestral village head, as he holds the power of the village and so people will listen to what he says. If we didn't have the village head, then it would have been difficult to enforce the rules of the sanctuary.

    Q:?What's next for the rangers in the coming years?

    A:?We all hope the ranger patrol can continue forever and that we have the resources to keep recruiting young people from the villages to the patrol. We now have three ranger stations built and we hope to have three rangers in every station with small, fuel-efficient boats that can be used to spot illegal fishermen and intercept them until support can show up.

    The other big problem we'd like to fix is communication. Radio communication in this region of Raja Ampat is difficult because all the radios we have now are line-of-sight and the islands interfere with signal within short distances. The plan is to build a main radio/repeater station that will cover the entire area so that there is clear contact throughout the sanctuary.

    Irish Daily Star editor resigns for publishing nude Kate Middleton ...

    The Sept. 15, 2012 edition of the Irish Daily Star had topless pictures of Britain's Kate Middleton, Duchess of Cambridge.

    The editor of the Irish Daily Star has resigned following an internal investigation into his tabloid?s decision to publish topless photos of Kate Middleton, the Duchess of Cambridge, while she was sunbathing in the south of France, the Irish Times reported.

    Michael O?Kane, the editor, was suspended in September after investors of Independent Star Limited, the paper?s parent company, demanded O?Kane be removed from his position. Richard Desmond, whose Northern and Shell company co-owns the paper, demanded that the paper be shut down, according to the Times.

    Following O?Kane?s resignation Saturday, the editors at the Irish Daily Star expressed a different view of the situation, according to itv.com: ?Mr. O?Kane acted at all times in a highly professional and appropriate manner and in the best interests of the newspaper,? they said in a statement.


    The blurry, long-lens photos of the princess and her husband, William, were originally published in Closer, a French magazine. At the time, a statement from St. James? Palace in London said the couple was ?hugely saddened? by the publication. The royals contended they had ?every right to privacy in the remote house? where they were sunbathing.

    The statement from St. James? Palace even drew a comparison to Princess Diana, William's mother and the Princess of Wales: ?The incident is reminiscent of the worst excesses of the press and paparazzi during the life of Diana, Princess of Wales, and all the more upsetting to The Duke and Duchess for being so.?

    The images were not published in Britain, nor were they published in the Northern Ireland editions of the Irish Daily Star. Northern Ireland remains under British rule.

    Both co-owners of the Irish Daily Star had criticized O?Kane?s decision to publish the photos but the Independent News and Media, which has holdings in Ireland, Northern Ireland and South Africa, ultimately decided that shutting down the paper would be unnecessarily extreme, according to the BBC.
