Budget 2013: MPs want FM to broaden tax base, focus on middle ...

New Delhi: The government should endeavour to broaden tax base and provide excise relief for items of mass consumption in the forthcoming budget, suggested Members of Parliament (MPs) in their pre-budget meeting with Finance Minister P Chidambaram on Monday.

In their pre-budget consultation with Chidambaram, the members suggested that the Budget should focus on the middle class. the Budget 2013-14 is scheduled to be presented on February 28.

?Suggestion was made to broad base the tax network,? the Finance Ministry said in a statement.

All fiction is a lie, but it?s the kind of falsehood of which we all happily approve every time we read a novel we like.

But when a writer decides to pass off fabulist fiction as autobiography, then we have a problem. Or some of us do. Fake memoirs may seem like a modern phenomenon, but they?ve been around for a long time.

Writer James Frey copped to inventions and exaggerations in his memoirs during a 2006 televised grilling by Oprah Winfrey in one of the more notorious examples of a writer playing fast and loose with the facts. But three years later a play by Donald Margulies opened in New York about a much older fictional autobiography. ?Shipwrecked! The Amazing Adventures of Louis de Rougemont (As Told By Himself)? takes as its point of departure a fantastic account of South Seas adventures by a colorful 19th century charlatan named Henri Louis Grin, who wrote under the name Louis de Rougemont. His account was serialized in a popular London magazine and became a sensation ? until members of the National Geographic Society questioned his audacious claims.

Spinning Tree Theatre?s lively production of ?Shipwrecked!? has much to admire, and director Michael Grayman makes the most of Margulies? concept. The idea is to tell a fabulous story with minimal props and effects and only three actors. It?s an attempt to celebrate yarn-spinning and theatrical invention.

Charles Fugate plays de Rougemont, relating his adventures to the audience in first person, while multiple roles are played by Jennie Greenberry and Bob Linebarger. My main complaint about this production is that the performance style is simply too big and loud for the intimate space at the Paul Mesner Pupppet Studio. Only toward the end, when de Rougemont has been held up to public ridicule, does the show quiet down a bit and allow the viewer to reflect on the material. Until that point, it?s something of an auditory assault.

Fugate is a skilled actor who handles 90 minutes of text in what amounts to a series of monologues, and he certainly looks the part, thanks to costume designer Gary Campbell. (Campbell also designed the inventive props.) Greenberry plays a range of roles ? including a one-eyed ship captain and de Rougemont?s aboriginal wife ? and invests each part, no matter how brief, with a luminous presence. Linebarger?s major role in the first half of the show is Bruno, de Rougemont?s loyal dog. Linebarger gives himself to the role with remarkable focus, and he and Greenberry are amusing in a series of smaller parts, including members of the aristocracy.

Ultimately, the play asks us to sympathize with de Rougemont. Thanks to Fugate, we do. He wasn?t a particularly successful con artist, but his tales briefly stirred the popular imagination with his vision of an imagined alternate reality. And when, in the final moments, we see him penniless on the streets of London, it?s hard not to feel for the guy.

No. 20 New Mexico beats Wyoming 63-59

New Mexico has won 10 of its last 12 games against Wyoming and five of the last six in Laramie.

The Cowboys (15-5, 2-5) were led by Derrious Gilmore's 15 points, all of which came on 3-pointers. Riley Grabau and Leonard Washington had 11 apiece. Wyoming hit 12-of-22 3-pointers in the game, but New Mexico dominated play in the paint - outscoring the Cowboys 28-12 inside and winning the boards 35-23.

The Cowboys started the second half with two free throws by Larry Nance Jr. for a 30-27 lead, but the Lobos went on an 8-0 run for a five-point advantage.

New Mexico went up by as many as nine points in the second half before Wyoming tied the game at 59-all on Grabau's 3-pointer with 23 seconds left.

But Greenwood hit a jumper with 8 seconds left and sank two free throws a second later after Wyoming turned the ball over when Washington overthrew everyone on an in-bounds pass.

Scientists unveil a superbug's secret to antibiotic resistance

Worldwide, many strains of the bacterium Staphyloccocus aureus, commonly known as staph infections, are already resistant to all antibiotics except vancomycin. But as bacteria are becoming resistant to this once powerful antidote, S. aureus has moved one step closer to becoming an unstoppable killer. Now, researchers at the University of North Carolina at Chapel Hill have not only identified the mechanism by which vancomycin resistance spreads from one bacterium to the next, but also have suggested ways to potentially stop the transfer.

The work, led by Matthew Redinbo, professor of chemistry at UNC's College of Arts and Sciences, addresses the looming threat of incurable staph infections ? a global public health problem that has mobilized scientists across disciplines to work together to identify the Achilles heel of these antibiotic-resistant bacteria.

"We used to live in a world where antibiotics could readily cure bacterial disease," said Redinbo. "But this is clearly no longer the case. We need to understand how bacteria obtain resistance to drugs like vancomycin, which served for decades as the 'antibiotic of last resort.'"

In his work, Redinbo and his team targeted a bacterial enzyme known as Nicking Enzyme in Staphyloccoccus, or NES. The enzyme has long been known to interact with plasmids, circular pieces of double-stranded DNA within bacteria that are physically separate from the bacterial chromosome. Plasmids commonly contain antibiotic-resistance genes, and can make the machinery necessary to transfer these genes from an infected bacterium to an uninfected one.

By revealing the crystal structure of NES, the researchers found that this enzyme nicks one strand of the plasmid at a very specific site?and in a very specific way. It turns out that NES forms two loops that work together to pinch one strand of the plasmid at a particular groove in the DNA to cut it. This strand is now free to leave its host and transfer to a nearby bacterium, making them resistant to vancomycin.

Moreover, Redinbo was able to capture a snapshot of the enzyme bound to the plasmid. "As a structural biologist, it's all about the pictures for me," said Redinbo. "And it was this picture that confirmed the precise location on which NES works."

With this information, Redinbo knew the groove on the DNA that the enzyme recognize and could design a small synthetic molecule that would sit on this groove and block NES. Teaming up with colleagues at the California Institute of Technology, Redinbo did just that. The molecule prevented NES from nicking the DNA, which could prevent the resistance genes from spreading.

According to Redinbo and colleagues, this small synthetic molecule could help guide future research aimed at developing effective therapies for strains of antibiotic-resistant S. aureus.

"This is really exciting for us," said Redinbo, who is also a professor at UNC's School of Medicine and a member of the Lineberger Comprehensive Cancer Center. "It opens the door for potentially stopping the spread of antibiotic resistance?and that's exactly what we need in this post-antibiotic era."

The work was published this week in the online early edition of the Proceedings of the National Academy of Sciences.

Massive Sinkhole in Southern China Disrupts Thousands of Residents [VIDEO]

An enormous sinkhole in the southern Chinese city of Guangzhou (previously known as Canton) destroyed five shops and split apart another building, shocking local residents and China's ever-vigilant social media.

The huge sinkhole, which caused no fatalities, opened near a subway construction site and was well documented online through amateur videos, as well as followed closely on Weibo, China?s microblogging tool similar to Twitter. The hole is currently about 1,000 square feet across and almost 30 feet deep (90 square meters and 10 meters deep) and appears to be expanding.

Officials have evacuated 300 nearby residents, who have been moved to a shelter. The collapse also took down several electrical wires and telephone poles, leaving roughly 3,000 surrounding homes without power.

Many Weibo users are suggesting that the sinkhole was caused by the subway construction, another case of dangerous ?overdevelopment without regard to safety.

?In the end it cannot withstand the overdevelopment of subways,? one user said.

Guangzhou, China's third-largest city with 13 million inhabitants, has seen sinkholes before; a collapse occurred in 2004 on the same road near a large mall. That sinkhole was measured at 98 square feet and was reportedly caused by the construction of an underground tunnel. As construction seems to be a common factor in these accidents, many Chinese are urging for more regulations.

?Terrifying. Precautions need to be made to prevent this from happening, yet again!? said one commenter.?

As China continues to rapidly develop its infrastructure, it has been continually faced with cases of poor construction planning. According to reports on Caixin Online, a Chinese newspaper, China has seen a drastic increase of sinkholes. In 2007, 54 sinkholes were reported. By 2009, 129 had been documented. Just last summer, over just three weeks, China?s capital city, Beijing, reported 99 sinkhole-type collapses.

Luckily, no one died in Guangzhou. But even with no death toll, it has proven to be incredibly disruptive to residents and troublesome for governments to reconstruct damaged infrastructure.?
